Shri Goyal said that to take the benefits of Artificial Intelligence and related technologies to the people, the Government envisages a National Programme on ‘Artificial Intelligence’. This would be catalyzed by establishing the National Centre on Artificial Intelligence as a hub along with Centres of Excellence. Nine priority areas have been identified. A National Artificial Intelligence portal will also be developed soon.

To study the whole gamut of issues on the implications of Artificial Intelligence (AI) on National security and defence needs, a multi-stakeholder Task Force on Strategic Implementation of Artificial Intelligence for National Security and Defence represented by members from the Government, Defence Services, Academia, Industry Professionals, Defence Research and Development Organization (DRDO), Defence Public Sector Undertakings (DPSUs), National Cyber Security Coordinator (NCSC), Indian Space Research Organization (ISRO), Bhabha Atomic Research Centre (BARC) and Start-ups was constituted in February 2018.

Task Force has studied research and innovation in Artificial Intelligence (AI) and outlined its adoption in the defence sector, including a future roadmap on integrating and embedding AI strategy with a core defence strategy.

Also, the Defence Public Sector Undertakings and Ordnance Factories have been assigned a roadmap for developing AI-enabled products.

There is no specific fund allocation every year. However, funds are allocated for various projects on a case-to-case basis. Some of the projects are as follows:

• A project has been sanctioned to the Centre for Artificial Intelligence (AI) and Robotics (CAIR), a DRDO-based laboratory, to develop AI-based solutions for signal intelligence to enhance intelligence collation and analysis capabilities of the armed forces. The total cost of the project is Rs.73.9 crore.

• A project named Energy Harvesting Based Infrared Sensor Network for Automated Human Intrusion Detection (EYESIRa), which is partially based on the principles of IoT, has been sanctioned for Rs.1.8 crore.

Artificial Intelligence (AI) based tools would aid the defence forces constructively in areas such as decision support, sensor data analysis, predictive maintenance, situational awareness, accurate data extraction, security, etc. These tools will assist defence personnel in better operations, maintenance, and logistics support.

The three sensor technologies that measure many aspects of driving include Cameras, Radio Detection And Ranging (RADAR), and Light Detection And Ranging (LiDAR) sensors.

The latest advanced driver-assistance systems (ADAS) benefit from automatic controls and alerts. It consists of a backup camera, radar for adaptive cruise control and automatic braking, many video cameras, and ultrasonic sensors that implement lane keeping and other collision avoidance systems.

Incorporating vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) radios enables vehicles to communicate to prevent collision. Furthermore, it allows communication with the city, county, or federal services that can provide valuable data to drivers, like road conditions, construction, weather, and traffic, to help them avoid delays and accidents.

LiDAR sensors within autonomous vehicles measure the distance between stationary and moving objects and create a 3D image of the detected objects. They can measure up to 100 meters away using infrared (IR) laser signals. LiDAR IR systems can either use a rotating or solid-state laser, both aided by microelectromechanical system (MEMS) components.

An array of Single-photon avalanche diodes (SPAD) is used to detect the reflected inbound photons. Once the photon reaches the semiconducting p-n junction within the MEMS components, it causes the current in the diode to break down, which is then detected and outputted.

Short-range (24-GHz) and long-range (77 GHz) RADAR are employed at the front and rear of autonomous vehicles to monitor the surrounding traffic. They detect objects in the surrounding environment by emitting electromagnetic radio waves and see returning waves by a receiver. They provide more accurate and precise speed, distance, and angular resolution measurements.

The rear and 360° cameras comprehensively understand the nearby environment. They contain a series of CMOS-compatible imaging sensors that produce images between 1 and 2 megapixels. They precisely evaluate the speed and distance and determine the presence of objects via their outlines.

Sensors serving many purposes are vital to any modern automobile design. They provide safer, more comfortable and fuel-efficient driving. The new upcoming vehicles can take action of their own using intelligent observability, controllability, and data processing. The sensors would constantly provide a clear picture of what is happening in the external environment. They would process parametric data like speed, pressure, position, proximity detection, gesture recognition, environmental conditions, driver monitoring, people/object detection and many more.

Self-driving vehicles with advanced in-cabin sensing solutions

The next-generation QVGA ToF (Time-of-Flight) sensor & VGA ToF sensor chipsets technology look to enable autonomous self-driving vehicles. The TOF uses an optical emitter and receiver to determine the distance of an object from the sensor. Modulated light flashes the scene, and the receiver’s pixels measure the returned light’s amplitude and phase delay. The distance between the sensor and the object is accurately calculated by taking the differences between the signal leaving the emitter and the movement reflected to the receiver.

Ministry of Road Transport and Highways must make it mandatory to use GPS sensors issued by their office. The GPS cellular system would enable tracking vehicles’ locations and conditions. It includes a telematics control unit (TCU) with a GPS receiver, cell phone, and MCU with various sensors and controls.

The insurance companies can use that data to calculate the risk of accidents based on travel patterns. Furthermore, safer drivers can be rewarded, and errant drivers are penalized.

Federal Deposit Insurance Corporation (FDIC),,, Federal Banking Regulators, and the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) issued a joint statement to encourage innovative industry approaches to BSA/AML Compliance.

The depository institutions would consider, evaluate, and, where appropriate, responsibly implement innovative approaches to meet their Bank Secrecy Act/anti-money laundering (BSA/AML) compliance obligations to strengthen the financial system against illicit economic activity.

In the statement, the Board of Governors of the Federal Reserve System, the FDIC, FinCEN, the National Credit Union Administration, and the Office of the Comptroller of the Currency recognize that private sector innovation, including adopting new technologies and finding new ways to use existing tools, can help banks identify and report money laundering, terrorist financing, and other illicit financial activity.

To assist depository institutions, the statement clarifies that the agencies are committed to continued engagement with the private sector and other interested parties.

FDIC Chairman Jelena McWilliams said: “New technology, such as artificial intelligence and machine learning, can provide better strategies for banks of all sizes to better manage money-laundering and terrorist-financing risks while reducing the cost of compliance.”

Institutions are becoming increasingly innovative and sophisticated in their BSA/AML compliance approaches commensurate with their risk profiles. For example, some banks and credit unions are building or enhancing internal financial intelligence units to identify vulnerabilities and threats. Others are experimenting with digital identity technology to strengthen their BSA/AML compliance programs.

Each agency has established or will establish projects or offices to support the implementation of responsible innovation and new technology in the financial system. While bank management should continue to follow existing protocols for communication with their respective regulators, these projects and offices may serve as points of contact to facilitate communication related to innovation and new technology.
